Blunt Makes Appointments to State Boards, Commissions and Councils
JEFFERSON CITY–Gov. Matt Blunt announced appointments of members who will serve on several boards, commissions and councils.
Board of Geologist Registration
Don L. Warner, of Rolla, is dean emeritus at the School of Mines and Metallurgy and professor emeritus of geological engineering at the University of Missouri-Rolla. Warner holds a bachelor’s degree and master’s in geological engineering from the Colorado School of Mines and doctorate in engineering science from the University of California-Berkley. Warner’s appointment is subject to Senate confirmation for a term ending on April 11, 2007.
Central Missouri State University Board of Governors
Anthony (Art) P. Arton, 22 of Warrensburg, is a political science major at Central Missouri State University. Arton is a student senator and member of the Warrensburg Parks and Recreation Board. Arton is the recipient of the Walt Hicklin Government and Public Service Scholarship and Provost Scholarship. Arton’s appointment is subject to Senate confirmation for a term ending on Dec. 31, 2007.
Coordinating Board for Early Childhood Development
Monica E. Haaf, 36 of Jefferson City, is employed with the University Missouri Extension in the Family Nutrition Program. Haaf holds a bachelor’s degree in industrial relations from the Technological Institute of Chihuahua II in Mexico. Haaf’s appointment is subject to Senate confirmation for a term ending at the pleasure of the governor.
Valeri J. Lane, 54 of Sedalia, is director of Family and Child Development at the Center for Human Services, Children’s Therapy Center in Sedalia. Lane holds a bachelor’s degree in secondary education, masters in curriculum and instruction, and early childhood special education and a doctorate in human development and family studies from the University of Missouri-Columbia. Lane’s appointment is subject to Senate confirmation for a term ending at the pleasure of the governor.
Theresa Mayberry-Dunn, 55 of St. Louis, is president and CEO of Grace Settlement House. Mayberry-Dunn holds a bachelor’s degree in social science and master’s in counseling psychology from George Williams College and a doctorate from the Jane Addams College of Social Work. Mayberry-Dunn’s appointment is subject to Senate confirmation for a term ending at the pleasure of the governor.
Joseph (Joe) L. Ulveling, 42 of Jefferson City, is a family ministries specialist for the Missouri Baptist Convention. Ulveling holds a bachelor’s degree in education and business from Tennessee Temple University. Ulveling’s appointment is subject to Senate confirmation for a term ending at the pleasure of the governor.
Hazardous Waste Management Commission
James (Jamie) T. Frakes (R), 38 of Portageville, is director of the Small Business Development Center at Dyersburg Community College. Frakes holds a bachelor’s degree in political science from Arkansas State University, a master’s of administration from Southeast Missouri State University and a doctorate in higher and adult education from the University of Memphis. Frakes’ appointment is subject to Senate confirmation for a term ending on April 3, 2008.
Life Sciences Research Board
Roger L. Mitchell, 73 of Columbia, is dean emeritus of the College of Agriculture, Food and Natural Resources at the University of Missouri- Columbia. Mitchell holds a bachelor’s degree in agronomy from Iowa State University, a master’s in agronomy from Cornell University and a doctorate in agronomy from Iowa State University. Mitchell’s appointment is subject to Senate confirmation for a term ending on April 8, 2008.

James R. Bracht, 56 of Springfield, is president and CEO of OakStar Bank, N.A. Bracht holds a bachelor’s degree and master’s of agricultural economics from the University of Missouri-Columbia and a graduate degree in banking from The Stonier Graduate School of Banking; Rutgers University. Craig Westfall, 36 of Halfway, owns Westfall Farms. Westfall is a member of the Missouri Farm Bureau and State Farm Service Agency Committee. Westfall’s appointment is subject to Senate confirmation for a term ending at the pleasure of the governor.
Missouri Acupuncturist Advisory Committee
Jason R. Hackler, 39 of St. Louis, is a licensed practitioner of acupuncture and oriental medicine at Natural Life Therapy Clinic and vice president of operations for the Institute of American Acupuncture and Life Medicine. Hackler holds a bachelor’s degree in political science from the University of California-Santa Cruz and completed a four year apprenticeship training program in Acupuncture with Thomas E. Duckworth, DKM, L.Ac. in New Mexico. Hackler’s appointment is subject to Senate confirmation for a term ending on Dec. 10, 2008.
Missouri Agricultural and Small Business Development Authority
Kelly R. Forck (D), 34 of Jefferson City, is the operator and co-owner of Forck Farms. Forck is also the operations engineer for Jefferson City Fire. Forck’s appointment is subject to Senate confirmation for a term ending on June 30, 2006.
Missouri Board for Architects, Professional Engineers, Professional Land Surveyors and Landscape Architects
John R. Teale, 54 of Maryville, is the owner of Midland Surveying, Inc and president of Midland GIS Solutions, LLC. Teale holds a bachelor’s degree from Northwest State University. Teale’s appointment is subject to Senate confirmation for a term ending on Sept. 30, 2009.

F. Arlene Hogue (R), 65 of St. Charles, is executive director of Habitat for Humanity of St. Charles County. Hogue holds a bachelor’s degree in social sciences from Chapman University. Hogue’s appointment is subject to Senate confirmation for a term ending on April 3, 2007.

Dwight E. Diehl, 61 of Belton, is Cass County Sheriff. Kenneth M. Berry, 38 of Chesterfield, is a senior project manager for URS Corporation in St. Louis. Kathie A. Miller, 48 of Dexter, is the executive director of the Center for Family Resources, Inc.
