Blunt Makes Appointments to State Boards, Commissions and Councils
JEFFERSON CITY–Gov. Matt Blunt announced appointments of members who will serve on several boards, commissions and councils.
Advisory Committee for 911 Service Oversight
David J. Jones, 35 of St. Joseph, is the process leader for Support Services at Heartland Health. Jones is also the mayor of St. Joseph. Jones attended Missouri Western State University. Jones’ appointment has been confirmed by the Senate for a term ending on April 9, 2009.
Bi-State Development Agency of the Missouri-Illinois Metropolitan District
Kevin S. Cahill, 45 of University City, is director of investment banking for Edward Jones. Cahill holds a bachelor’s degree in history from Tufts University and a master’s of business administration from Washington University. Cahill’s reappointment is subject to Senate confirmation for a term ending on Nov. 10, 2007.
Board of Boiler and Pressure Vessel Rules
Vergil L. Belfi, 65 of St. Louis, is a member of the International Union of Operating Engineers, Locals No. 2. Belfi completed eight years of various trades training programs, completing a steam training course, nuclear power plant training course and heating and refrigeration course. Belfi’s reappointment is subject to Senate confirmation for a term ending on Sept. 27, 2009.
Dam and Reservoir Safety Council
David E. Hamilton (D), 52 of Macon, is division manager/vice president for Shafer, Kline & Warren, Inc. Hamilton holds a bachelor’s degree in civil engineering from the University of Missouri-Rolla. Hamilton’s appointment is subject to Senate confirmation for a term ending on April 3, 2007.
Thomas F. Myers (R), 67 of Lake Lotawana, is a retired teacher and vice principal for the Kansas City School District. Myers holds a bachelor’s degree in history from the University of Oklahoma, a bachelor’s of foreign trade from the American Institute of Foreign Trade, a master’s of secondary school administration and an educational specialist in secondary administration from the University of Missouri-Kansas City. Myers’ appointment is subject to Senate confirmation for a term ending on April 3, 2007.
Elevator Safety Board
Michele S. Ohmes, 62 of Kansas City, is the ADA Specialist for Kansas City and founder of her consulting, training and motivational lecture firm. She has also received certification and practiced as a certified personnel consultant, hospital chaplain and respiratory therapist. Her appointment is subject to Senate confirmation for a term ending on June 6, 2010.
Wilson J. Winn, 50 of Kansas City, is division manager for Kansas City Department of City Planning and Development. Winn holds a bachelor’s degree in industrial engineering from Louisiana Tech University. Winn’s reappointment is subject to Senate confirmation for a term ending on June 6, 2010.
Governor’s Council on Disability
J. Blair Moran, 58 of Sikeston, is executive director for the Missouri Delta Medical Center Foundation. Moran holds a bachelor’s degree in education from Southeast Missouri State University. Moran’s appointment is for a term ending on Oct. 1, 2009.
Lincoln University Board of Curators
Daniel S. Britts, 21 of Jefferson City, is a political science major at Lincoln University. Britts is an intern for Senate Minority Leader Maida Coleman. Britts is a student representative to the Lincoln University Student Government Association. Britts’ appointment is subject to Senate confirmation for a term ending on Dec. 31, 2007.
Marvin O. Teer (D), 43 of St. Louis, is a municipal judge for the City of St. Louis. Teer holds a bachelor’s degree in biology from Lincoln University and a juris doctorate from the University of Missouri-Columbia. Teer’s appointment is subject to Senate confirmation for a term ending on Jan. 1, 2012.
Linn State Technical College Board of Regents
Phillip W. Schwarz, 19 of Clinton, attends Linn State Technical College. Schwarz is a herdsman assistant and farm equipment operator for Schwarzweis Farm. Schwarz’s appointment is subject to Senate confirmation for a term ending on Dec. 31, 2007.
Missouri Agricultural and Small Business Development Authority
T. Brooks Hurst (R), 39 of Tarkio, is the operator and co-owner of Hurst Farms. Hurst is a member of Mid-America Biofuels, LLC. Hurst holds a bachelor’s degree in agricultural economics from the University of Missouri-Columbia. Hurst’s appointment is subject to Senate confirmation for a term ending on June 30, 2010.

Donald L. Hiatte, 73 of New Bloomfield, is owner and CEO of Hiatte Engineering Consultant, Inc. Hiatte holds a bachelor’s degree in civil engineering from the University of Missouri-Columbia. Hiatte is a graduate of the Industrial College of the Armed Forces and the Command and General Staff College. Hiatte’s appointment is subject to Senate confirmation for a term ending on Sept. 30, 2009.
Promod Kumar, 57 of St. Louis, is vice president and director of MEP Engineering for KAI. Kumar holds a bachelor’s degree in mechanical engineering from Punjab Engineering College in India and a master’s of mechanical engineering from Washington University. Missouri Consolidated Health Care Plan Board of Trustees
Patrick A. Naeger, 41 of Perryville, is vice president of his family owned pharmacy and home medical equipment company. Naeger is a former state representative. Naeger received his paramedic certification and license from Belleville Area College. Naeger’s appointment is subject to Senate confirmation for a term ending on Dec. 31, 2008.

James D. Corwin (D), 50 of Kansas City, is the chief of police for the Kansas City Police Department. Corwin holds a bachelor’s degree in criminal justice administration from Central Missouri State University and a master’s of human resource development from Webster University. H. Dwight Douglas (R), 62 of Joplin, is a member of the law firm of Douglas & Douglas, LLC and has been the part-time municipal judge for Neosho. Douglas holds a bachelor’s degree and a juris doctorate from the University of Missouri-Columbia. Douglas’ appointment is subject to Senate confirmation for a term ending on Aug. 30, 2011.

Edward L. Bryant, 41 of St. Charles, is senior advisor public affairs for Pfizer Global Research and Development. Peace Officer Standards and Training Commission
Michael T. Force, 53 of Lake St. Louis, is the chief of police for the City of Lake St. Louis.
