Blunt Makes Appointments to State Boards and Commissions

JEFFERSON CITY–Gov. Matt Blunt announced appointments of members who will serve on various state boards and commissions

Children’s Trust Fund Board

Nela E. Beetem, 69 of Holts Summit, is a community health nurse consultant for the Department of Health and Senior Services, special projects related to school health and Center for Emergency Response and Terrorism. Ms. Beetem is a graduate of the Indiana University School of Nursing, University of Colorado School of Nurse Practitioner Program and the University of Missouri-Columbia Family Nurse Practitioner Program. Her appointment is subject to Senate confirmation for a term ending on Sept. 15, 2009.

Laurie B. Donovan, 75 of St. Peters, served as a member of the Missouri House of Representatives from 1982 through 1998. Ms. Donovan holds a bachelor’s degree from the Pratt Institute and a master’s degree from Syracuse University. Her reappointment is subject to Senate confirmation for a term ending on Sept. 15, 2009.

Mental Health Transformation Working Group

Mark G. Stringer, 50 of Jefferson City, is the director of the Missouri Division of Alcohol and Drug Abuse. Mr. Stringer holds a bachelor’s degree in psychology from Westminster College and master’s in counseling from Northeast Missouri State University. His appointment is for a term ending at the pleasure of the governor.

Missouri State Council on the Arts

Dr. Joel W. Ray, 55 of Cape Girardeau, is a neurosurgeon at Cape Neurosurgical Associates, P.C.   Dr. Ray holds a bachelor’s degree from Harvard University and a medical degree from State University of New York at Buffalo. His appointment is for a term ending on Oct. 13, 2011.

Missouri State Park Advisory Board

Dr. Albert (Duane) Addleman, 69 of Springfield, is professor emeritus at Missouri State University. Dr. Addleman holds a bachelor’s degree and master’s degree in agriculture from the University of Missouri-Columbia and a doctorate in genetics from Oregon State University. His appointment is for a term ending on April 15, 2008.

Missouri Training and Employment Council

Neal E. Boyd, 31 of Ballwin, is an associate with Aflac. Mr. Boyd holds a bachelor’s degree in speech communications from Southeast Missouri State University, bachelor’s degree in music from the University of Missouri-Columbia and a master’s degree in management from the University of Phoenix. His appointment is subject to Senate confirmation for a term ending on Aug. 28, 2008.

State Fair Commission

Kenneth (Ken) Keesaman (D), 56 of Osborn, is owner of KK Farms Red Angus. Mr. Keesaman is a member of the ColFax Township Board and has served on the State Fair Commission since 2003. His reappointment as a county fair board member or past president is subject to Senate confirmation for a term ending on Dec. 29, 2008.

Janice T. McElwrath (D), 50 of Kennett, is executive director of the Kennett Chamber of Commerce. Ms. McElwrath is a graduate of the Mississippi County Community College. Her appointment as an at large member is subject to Senate confirmation for a term ending on Dec. 29, 2010.

Elizabeth M. Schlueter (R), 52 of Troy, is a secretary at the Lincoln County University of Missouri Extension Center. Ms. Schlueter is secretary from the Lincoln County Fair. Her reappointment as a county fair board member or past president is subject to Senate confirmation for a term ending on Dec. 29, 2010.

State Lottery Commission

William (Dale) Finke (R), 68 of Lake St. Louis, is the former director of the Department of Insurance, Financial Institutions and Professional Registration. Mr. Finke has worked in the insurance business in a variety of capacities since 1957. His appointment is subject to Senate confirmation for a term ending on Sept. 7, 2008.

Truman State University Board of Governors

Matthew W. Potter (D), 33 of St. Louis, is Deputy Democratic Director for the City of St. Louis Board of Election Commissioners. Mr. Potter holds a bachelor’s degree in English from Truman State University and a juris doctorate from the University of Missouri-Columbia. His appointment is subject to Senate confirmation for a term ending on Jan. 1, 2013.
