Blunt Makes Appointments to State Boards, Commissions and Councils
JEFFERSON CITY–- Gov. Matt Blunt announced the appointments of members who will serve on several boards, commissions and councils.
Air Conservation Commission
Jack C. Baker (D), 66 of Butler, owns and operates Baker Angus Farms. Baker was elected vice chairman of the State of Missouri Clean Air Committee in 2005. Baker’s reappointment is subject to Senate confirmation for a term ending on Oct. 14, 2009.
Dam and Reservoir Safety Council
Ronnie D. Fox (R), 62 of Bonne Terre, was the interim director of Topeka Zoological Park until 1999. Fox holds a bachelor’s degree in biology and a master’s in biology from Central Missouri State University. Fox’s appointment is subject to Senate confirmation for a term ending on April 3, 2006.
Governor’s Council on Disability
Michael J. Esser, 57 of Chesterfield, is a general principal at Edward Jones Investments. Esser holds a bachelor’s degree in economics from Westminster College and a master’s in business administration from the University of Pennsylvania Wharton School of Business and Commerce. Esser’s appointment is for a term ending on Oct. 1, 2009.
Hazardous Waste Management Commission
Ben L. Kessler (R), 83 of Creve Coeur, served as vice president of Ferrous and Non-Ferrous, Cash’s Scrap Metal and Iron. Kessler served in the U.S. Air Force during World War II and was honorably discharged from active duty in November 1945. Kessler’s appointment is subject to Senate confirmation for a term ending on April 3, 2009.
Midwestern Higher Education Compact
Thomas F. George, of St. Louis, is chancellor and professor of chemistry and physics at the University of Missouri- St. Louis. George holds a bachelor’s degree in chemistry and mathematics from Gettysburg College in Pennsylvania, a master’s in science and doctor of philosophy degree in theoretical chemistry from Yale University. George’s appointment is subject to Senate confirmation for a term ending on Jan. 1, 2009.
Missouri Housing Development Commission
Richard F. Baalmann (R), 69 of Kirkwood, is chairman of Ace Homart Stores. Baalmann holds a bachelor’s degree in commerce from Saint Louis University. Baalmann’s appointment is subject to Senate confirmation for a term ending on Oct. 13, 2009.
Missouri State Board of Accountancy
Wayne Van Jean, 58 of Dexter, is a member of Jean and Company, LLC. Van Jean holds a bachelor’s degree in business administration from the University of Missouri- Columbia. Van Jean’s appointment is subject to Senate confirmation for a term ending on July 1, 2010.
Missouri State Council on the Arts
M. Sharon Beshore, 54 of Joplin, is a former educator at Missouri Southern State University School of Education/ Learning Center and has 22 years teaching experience. Beshore is the president of the George A. Spiva Center for the Arts in Joplin. She holds a bachelor’s degree in English from the University of Kansas, master’s in education from the University of Colorado and an education specialist degree in higher education from Pittsburg State University. Beshore’s appointment is for a term ending on Oct. 13, 2008.
Missouri Training and Employment Council
Donald D. Hester, 59 of Chaffee, is an instructor at the Craftsman Independent Union Training Center in Cape Girardeau. Hester holds a bachelor’s degree in administrative management from Southeast Missouri State University. Hester’s appointment is subject to Senate confirmation for a term ending on Aug. 28, 2007.
Northwest Missouri State University Board of Regents
Rachelle R. Brown (R), 34 of Platte City, is a community volunteer and graduate student at Webster University in Leavenworth, Kansas. Brown holds a bachelor’s degree in psychology from Northwest Missouri State University. Brown’s appointment is subject to Senate confirmation for a term ending on Jan. 1, 2011.
Platte County Board of Election Commissioners
Christopher C. Dalton (R), 32 of Kansas City, is a small business owner. Dalton holds a bachelor’s degree in business administration from Park University in Kansas City. Dalton’s appointment is subject to Senate confirmation for a term ending on Jan. 11, 2009.
Seismic Safety Commission
Charles A. Juden, 48 of Sikeston, is director of Public Safety for the City of Sikeston. Juden attended Southeast Missouri State University. He is a certified fire instructor, police baton instructor, police performance conditioning instructor and hazardous materials instructor. Juden’s appointment is subject to Senate confirmation for a term ending on July 1, 2008.
State Milk Board
Gale Hackman (D), 62 of Jefferson City, is president and chief executive officer of Central Dairy Company. Hackman holds a bachelor’s degree in business/accounting from the University of Missouri- Columbia. Hackman’s appointment is subject to Senate confirmation for a term ending on Sept. 28, 2009.
William B. Siebenborn (D), 58 of Trenton, is the owner of a dairy farm. Siebenborn is a graduate of Trenton Junior College and Missouri Valley College. He completed courses in dairy science and agriculture at the University of Missouri. Siebenborn’s appointment is subject to Senate confirmation for a term ending on Sept. 28, 2009.
State Retirement Consolidation Commission
John A. Pelzer, 57 of Jefferson City, is president of John Pelzer & Associates, LLC and co-owner of Busch’s Florist and Greenhouse. Pelzer holds a bachelor’s degree in economics from Missouri Valley College and a master’s in public administration from Southern Methodist University. Pelzer’s appointment is for a term ending on Dec. 31, 2005.
Charles P. Smith, 34 of Chesterfield, is a financial consultant at Smith Barney. Smith holds a bachelor’s degree in history from the United States Naval Academy. Smith’s appointment is for a term ending on Dec. 31, 2005.
Mat M. Turner, 40 of St. Louis, is a principal at Danna McKitrick P.C. Turner holds a bachelor’s degree and a juris doctorate from Washington University. Turner’s appointment is for a term ending on Dec. 31, 2005.
