Blunt Appoints Members to State Boards, Commissions and Councils
JEFFERSON CITY - Gov. Matt Blunt appointed members to serve on several boards, commissions and councils.
Air Conservation Commission
Kevin L. Rosenbohm of Nodaway is president of Graham Seed, Inc. Rosenbohm received a bachelor’s degree in farm operation from Northwest Missouri State University. Rosenbohm’s appointment is subject to Senate confirmation for a term ending on Oct. 13, 2005.
Credit Union Commission
William J. Humpfer of Chesterfield is president and chief executive officer of St. Louis Community Credit Union. Humpfer received a bachelor’s degree in accounting/management from Calumet College in Indiana and an advanced certificate from the American Institute of Banking in Chicago. Humpfer’s appointment is subject to Senate confirmation for a term ending on Jan. 1, 2007.
Environmental Improvement and Energy Resources
Ryan P. Doyle of Warrensburg is the environmental and safety engineer for Pittsburgh Corning in Sedalia. Doyle received a bachelor’s degree in chemical engineering from the University of Kansas. Doyle’s appointment is subject to Senate confirmation for a term ending on Jan. 1, 2008.
Missouri Fire Education Commission
Phillip B. Sayer of Galt operates a 3,000 acre farming business and serves as volunteer fire chief. Sayer serves on the Board of the Missouri Association of Fire Districts and as Missouri Fire and Rescue Regional Coordinator. Sayer is the recipient of the 2003 National Volunteer Fire Council Firefighter of the Year Award. Sayer’s appointment is subject to Senate confirmation for a term ending on April 26, 2008.
Missouri Fire Safety Advisory Board
Aaron L. Aitch of Union is vice chairman of the Homeland Security Response Team for Franklin County and a firefighter and paramedic with the Olivette Fire Department. Aitch received associate degrees in paramedic technology and fire technology. Aitch’s appointment is subject to Senate confirmation for a term ending at the pleasure of the governor.
James D. Bollinger is the fire chief of the Marble Hill Fire Department and has been a member of the Missouri Fire Advisory Board since 1997. Bollinger received a bachelor’s degree from Central Methodist College. Bollinger’s appointment is subject to Senate confirmation for a term ending at the pleasure of the governor.
Missouri State Board of Nursing
K’Alice Breinig, RN, MN, of Joplin is chief clinical officer of Freeman Health System. Breinig received a bachelor’s degree in nursing from the University of Nebraska School of Nursing and a master’s degree in nursing administration from the University of Washington College of Nursing. Breinig’s appointment is subject to Senate confirmation for a term ending on June 1, 2005.
Missouri Training and Employment Council
Richard L. Payne of Cape Girardeau is director of the Cape Girardeau Career and Technology Center. Payne received a bachelor’s degree in physical education from Southeast Missouri State University and a master’s degree in physical education from Western Illinois University. Payne’s appointment is subject to Senate confirmation for a term ending on Aug. 28, 2008.
Public School Retirement System of Missouri Board of Trustees
Joncee L. Nodler of Joplin is a former teacher in the Joplin Public School District. Nodler received a bachelor’s degree in art education from Missouri Southern State University. Nodler’s appointment is subject to Senate confirmation for a term ending on Aug. 28, 2006.
Safe Drinking Water Commission
Robert W. Mitchell is the current mayor of Archie and a territory manager of Vermeer Great Plans Incorporated. Mitchell received a bachelor’s degree in industrial security from Central Missouri State University. Mitchell’s appointment is subject to Senate confirmation for a term ending on Sept. 1, 2008.
Florine (Flo) Penrod of Imperial is a sales associate with Coldwell Banker Gundaker. Penrod is a graduate of the Real Estate Institute (GRI). Penrod is a member of the Missouri Association of Realtors and the National Association of Realtors. Penrod’s appointment is subject to Senate confirmation for a term ending on Sept. 1, 2006.
State Advisory Council on Emergency Medical Services
Ronald (Mark) Alexander of Marshfield is administrative director of pre-hospital services for Cox Health in Springfield. Alexander is a member of the Missouri Emergency Medical Services Association. Alexander was originally appointed to the advisory council in 1996. His reappointment is subject to Senate confirmation for a term ending on Jan. 5, 2008.

Annette E. Slack, J.D., R.N., of Florissant is an attorney with Rabbitt, Pitzer & Snodgrass. Slack received a bachelor’s degree in nursing from the University of Missouri- St. Louis and a juris doctorate from St. Louis University School of Law. Slack’s appointment is subject to Senate confirmation for a term ending on Oct. 13, 2008.

Michael L. Nichols, O.D., of Columbia is an optometrist with Columbia Eye Consultants- Optometry. Nichols received a bachelor’s degree and doctorate of optometry from the University of Houston. Nichols’ appointment is subject to Senate confirmation for a term ending on June 30, 2005.

Anita K. Parran of Kansas City is associate state director for public affairs for AARP. Parran received a bachelor’s degree in journalism from Stephens College and a master’s degree in business management from Webster University. State Board of Registration for the Healing Arts
Richard D. Schooler, D.O., of Seneca is medical director of the Freeman Health System in Joplin. Schooler received a bachelor’s degree from the Pittsburgh State University and a degree in osteopathic medicine from Kansas City University of Medicine and Biosciences College of Osteopathic Medicine. Schooler’s appointment is subject to Senate confirmation for a term ending on Sept. 3, 2007.
