Governor Signs Springfield Economic Development Bill; Paddlesport Bill
SPRINGFIELD – At today’s ceremonial event, Gov. Matt Blunt signed HB 431, paving the way for new technology based economic development in downtown Springfield, and SB 346, outlining laws governing paddlesport activities.
"Today I am pleased to sign these bills that will have a positive impact on the area economy," Blunt said. "Rep. Mark Wright’s bill will pave the way to renovate a historic building in Springfield. Sen. Dan Clemens’ bill will help ensure popular paddlesports like canoeing and kayaking have a home with Missouri small businesses. I commend Rep. Wright and Sen. Clemens for their efforts on our citizens’ behalves."
HB 431, sponsored by Rep. Wright, allows Missouri Downtown Economic Stimulus Act (MODESA) financing to be used to aid in the renovation of the MFA Mill in downtown Springfield, despite its location in a 100-year flood plain. The legislation requires the buildings on the property to be flood-proofed in accordance with the Federal Emergency Management Agency standards. The renovated structure will house the Jordan Valley Innovation Center and will allow Southwest Missouri State University to move their research lab from Kemper Hall into the new facility. The center will also become home to other advanced research companies, creating new and exciting opportunities in the area job market and moving Springfield, Southwest Missouri and the entire state to the forefront in high-end technology research.
SB 346, sponsored by Sen. Clemens, helps allow Missouri small businesses to continue offering the river activities our families have enjoyed for generations. The bill clarifies that a paddlesport business is not liable for damages that result from forces outside of the business’ control. Businesses are still liable for injuries or deaths that result from negligence having to do with unsafe equipment or failure to provide appropriate life preservers. The bill also mandates that paddlesport operations post a sign in clear view stating the business is not liable for injury or death resulting from risk inherent in such activities.
