Blunt Participates in Groundbreaking for New Chillicothe Prison
CHILLICOTHE–Gov. Matt Blunt this morning helped break ground for the new Chillicothe Reception and Diagnostic Center (CRDC).
The CRDC is the correctional facility that will replace Chillicothe Correctional Center (CCC), one of the oldest facilities in the state system. The existing prison’s operating capacity is 525, while capacity for the new prison will be 1,636.
“This facility is badly needed,” Blunt said. “Missouri’s female prison population continues to increase. I am excited about this opportunity to build upon the significant partnership that exists between the state and the citizens of Chillicothe and Livingston County by supporting the new prison.”
Blunt proposed issuing $120 million in revenue bonds for the new facility during his January State of the State Address. The Legislature passed the proposal, which was sponsored by Sen. David Klindt and Rep. John Quinn.
Blunt was joined this morning by legislators, Department of Corrections Deputy Director David Rost, local residents and business leaders. Highlighting the community support for the project, the Chillicothe High School Marching Band performed the national anthem.
Three years ago, there was a proposal to close the prison. Instead, the state will be investing $120 million in Livingston County to replace CCC. Chillicothe will see enhanced economic activity with the project. Originally built in 1887 as the State Industrial Home for Girls, the facility became known as Chillicothe Correctional Center in 1981, when the Legislature established the site for adult female offenders. CRDC is expected to open in late 2008 or early 2009.
