Blunt Appoints David Mosby to Head Facilities Management Design and Construction Division
Combined Positions will Save Missouri Taxpayers more than $80,000 annually
JEFFERSON CITY - Missouri Governor Matt Blunt today appointed David Mosby to serve in the combined roles of Director of Facilities Management and Director of the Design and Construction Division within the Office of Administration.
Blunt eliminated the director of design and construction position and transferred those duties to the director of facilities management through an Executive Order filed today. This move will save Missouri taxpayers more than $80,000 annually.
"Dave Mosby has excelled in every position he has held in this special management field," Blunt said. "He has proven to be a responsible steward of Missouri tax dollars while providing state employees with clean, safe work environments. I am pleased that he has accepted these new responsibilities and look forward to his contributions to our effort to create a more efficient and effective state government."
Mosby, 52, served in the United States Air Force from 1974-1992 and obtained the rank of Lt. Colonel. In addition to serving as a pilot, Mosby also worked as budget analyst, strategic planner and operations officer. Mosby began his career in Missouri state government in 1992 as a state leasing coordinator.
Since then he has served as state leasing manager, capitol complex operations manager and most recently as state operations facilities manager. In this role he managed the day-to-day operation and maintenance of 30 state-owned facilities in five different cities.
The consolidation of the division of facilities management and the division of design and construction will eliminate the duplication of services that previously existed between the two divisions and improve overall efficiency.
This is the second cost-savings move Blunt has implemented within the Office of Administration since being elected governor in November. In December, Blunt announced the elimination of the position of the director of information services within the agency. Chief Information Officer Dan Ross assumed those responsibilities which resulted in the savings of more than $100,000 for Missouri taxpayers.
