Governor Responds to States’ Requests for Assistance
JEFFERSON CITY—Gov. Matt Blunt today signed executive orders in response to requests for assistance from Mississippi and Louisiana under the Emergency Mutual Assistance Compact (EMAC).
"Hurricane Katrina’s impact has devastated these Gulf Coast states, leaving many dead and hundreds of thousands displaced from their homes. The executive orders I signed today ensure Missouri National Guard personnel and equipment are available to assist with recovery and clean-up efforts," Blunt said. "I commend the valor and heroism of the men and women who serve in Missouri’s guard, and I am honored that our citizens and resources might be of assistance for those states suffering from the aftermath of this devastating hurricane."
Through the executive orders, the governor authorizes Missouri to provide military support, both personnel and equipment, beginning today. The orders direct the Missouri National Guard to initiate efforts to comply with Mississippi’s and Louisiana’s requests pursuant to the EMAC. In addition the governor directs the Missouri State Emergency Management Agency to activate the EMAC plan and authorizes the use of the Missouri National Guard to provide support to the Mississippi and Louisiana Divisions of Emergency Management.
EMAC is a cooperative agreement between states designed to manage coordinated disaster response and protect the safety and welfare of the citizens in the affected participating states. EMAC was ratified in 1996.
Initial requests for assistance include a request for C-130 aircraft. The cargo planes will likely assist with supply and personnel transport. Two planes are already en route. In addition, the governor received a request for military police (MP) trained guard members who will likely help secure commercial districts and control looters and vandals.
The executive orders end October 15, 2005, unless extended.
