Blunt Appoints Members to Missouri State University Board of Governors
JEFFERSON CITY—Missouri Governor Matt Blunt today announced five appointees to serve on the Missouri State University Board of Governors.
James Buford (R), 61 of St. Louis, is president and CEO of the Urban League of Metropolitan St. Louis. Buford holds his associates degree in business administration from St. Louis Community College, a bachelor’s degree in human services administration from Elizabeth College in Elizabethtown, Penn. and a master’s in vocational counseling from the University of Missouri-Columbia. He previously served in a similar position for Harris Stowe State College (now University). Buford’s appointment representing the First Congressional District will be for a term ending on Aug. 28, 2011.
Michael Duggan (R), 54 of Chesterfield, is vice president of sales for Dot Foods Inc. He holds a bachelor’s degree in business administration from Southwest Missouri State University. Duggan previously served on the SMSU Board of Governors. His appointment representing the Second Congressional District will be for a term ending on Aug. 28, 2011.
Phyllis Washington (D), 59 of Kansas City, is the principal of Allen Village Charter School. She holds a bachelor’s degree in elementary education from the University of Arkansas-Pine Bluff and a master’s degree in reading education from the University of Missouri-Kansas City. Washington previously served on the SMSU Board of Governors. Her appointment representing the Fifth Congressional District will be for a term ending on Aug. 28, 2011.
Michael Franks (D), 51 of Neosho, is vice president of marketing at O’Sullivan Industries in Lamar and is a past president of Neosho School District. He holds a bachelor’s degree in political science from Southwest Missouri State University. Franks previously served on the SMSU Board of Governors. His appointment representing the Seventh Congressional District will be for a term ending on Aug. 28, 2011.
Mary Sheid (D), 44 of West Plains, owns Physical Therapy Specialists Clinic, Inc. in West Plains and Mountain Grove. She holds a bachelor’s degree in biology and psychology from Drury University and a bachelor’s degree in physical therapy from the University of Missouri-Columbia. She also has continuing certifications in her field. Sheid previously served on the SMSU Board of Governors. Her appointment representing the Eighth Congressional District will be for a term ending on August 28, 2011
The Missouri State University Board of Governors will be formed August 28, 2005, with the effective date of Senate Bill 98 passed during the 2005 legislative session. The bill requires voting members of the board to be appointed from each of Missouri’s nine congressional districts. The law also mandates the governor appoint a nonvoting student member. The appointments are subject to confirmation by the Missouri Senate.
