Governor Grants Four Pardons

JEFFERSON CITY–Gov. Matt Blunt today announced his decision to pardon Raymond Creasy, Gale Davis, John Hall and David Mullikin. All four were convicted of non-violent offenses years ago and have since become and remained law abiding citizens.

“These men made a mistake many years ago. They have paid the price and been decent citizens,” Blunt said. “It is my hope that these pardons will help them lead an even more productive life.”

In 1989, at the age of 17, Raymond Creasy was convicted of stealing. He paid restitution and served probation without incident. He has no prior record and has remained a law abiding citizen. Creasy applied for pardon in 2001.

In 1973, while in his early 20’s, Gale Davis was convicted of tampering with a motor vehicle. Davis served 15 months in prison and has had no subsequent offenses. Gale applied for pardon in 2003.

In 1953, at the age of 19, John Hall was convicted of larceny of a motor vehicle. He served a two year sentence and has remained a law abiding citizen for the more than 50 years since the incident. Hall applied for pardon in 1999.

In 1977, at the age of 21, David Mullikin was convicted of possession of a controlled substance. He served five years probation without incident. Mullikin applied for pardon in 1999.

Missouri’s Probation and Parole Board recommended that a pardon be issued in all four cases. Local law enforcement were not opposed to the four receiving a pardon.
